The Bill Is Back
For months, the CLARITY Act has been the ghost at every crypto rally: the market-structure legislation that would finally settle which digital assets answer to the SEC and which to the CFTC — stalled, revived, and stalled again. This week it returned in concrete form: Senate Republicans unveiled a new draft of the bill, restarting the legislative clock traders have been watching all year.
The timing matters because the market has been trading the bill's fortunes with remarkable fidelity. July's early rally leaned on CLARITY optimism; last week's stall coincided with the news that negotiations had frozen. A live draft — whatever its final shape — restores the one catalyst with the power to re-rate US crypto markets independent of macro conditions.
The Tape: Steady Bitcoin, Restless Edges
Bitcoin sits near $65,000 — down about 1.4% over 24 hours but notably resilient given the week's Nasdaq turbulence and the still-unresolved Gulf crisis. The overall market slipped 1.3% to roughly $2.3 trillion, with Bitcoin dominance firm at 56.6%.
The interesting action is underneath: DeFi surged 9.8% against the falling tide — the kind of sector rotation that historically front-runs regulatory optimism, since decentralized finance has the most to gain from a statute that defines which tokens are not securities. Sentiment, meanwhile, refuses to confirm: the Fear & Greed Index sits at 28, still in fear territory, where it has spent most of the month.
The Global Backdrop Is Shifting Too
Two international developments deserve more attention than they're getting. Argentina's government is moving to let investment funds hold Bitcoin and to accept digital assets as loan collateral — another emerging-market experiment in normalizing crypto within regulated finance. Pointing the other direction: the UK's tax authority has clawed back over £8 million from crypto investors, and new OECD reporting rules taking effect this year will make cross-border crypto gains dramatically harder to hide. Legitimization and enforcement are arriving together — which is precisely what maturation looks like.
What to Watch
The CLARITY draft's committee schedule is now the single most important date in US crypto. Watch whether the new text preserves the House version's CFTC-heavy structure, whether any Democratic co-sponsors emerge — the difference between a bill and a law — and whether DeFi's quiet outperformance survives the first bad headline. Bitcoin holding $65K through a 2% Nasdaq drawdown is genuine relative strength; a moving bill could be what converts it into absolute strength.
